The City of Windom has been operating under a Home Rule Charter since about 1920. The Government is a Mayor-Council Plan. The Mayor, Council Members-at-Large, and four Council members (two from each ward) are elected for four-year terms.
All Council meetings are open to the public and are held on the first and third Tuesday of every month at 7:30 p.m. They are recorded and rebroadcast on Channel 3 on Wednesday and Friday at 7:00 p.m. the week of the council meeting.
A City Administrator, who acts as secretary of the Utilities Commission, is appointed by the Mayor and Council.
